- Establish minimum workforce safety standards for all stages of the BESS lifecycle.
- Require a certified electrician perform all electrical work as listed below related to a BESS facility or an ESMS:

- Commissioning
- Maintenance

- Require that a minimum percentage of the certified electricians performing the work listed above onsite obtain Energy Storage and Microgrid Training and Certification (ESAMTAC).
Why is the County exploring these options?
The County is committed to making sure workers who handle Battery Energy Storage Systems (BESS) and Energy Storage Management Systems (ESMS) are safe. On February 10, 2026, the Board asked County staff to come back within 90 days with options for possible minimum workforce safety standards for BESS.

What is the unincorporated county?
The unincorporated area of the county is the area located outside the boundaries of the 18 incorporated cities, Tribal lands, and State and Federally owned lands in San Diego county.
