Now Available for Public Review & Comments: 2026–2027 Annual Plan Draft

The County’s Housing and Community Development Services (HCDS) has prepared the draft Fiscal Year 2026–2027 Annual Plan, which follows the priorities outlined in the 2026–2027 Annual Plan Strategy. This plan describes how federal housing and community development funds will be used to support affordable housing, homelessness assistance, and community development projects across San Diego County.

We invite residents, stakeholders, and community partners to review the draft plan and share feedback during the 30-day public comment period from February 20 through March 24, 2026. Your input helps ensure that funding decisions reflect community needs and priorities.

The Annual Plan proposes the use of federal funds from the U.S. Department of Housing and Urban Development (HUD), including:

  • Community Development Block Grant (CDBG) – supports projects in the County’s unincorporated areas and the cities of Coronado, Del Mar, Imperial Beach, Lemon Grove, Poway, and Solana Beach
  • Emergency Solutions Grant (ESG) – funds homeless assistance programs in the Urban County
  • HOME Investment Partnerships Program (HOME) – funds affordable housing activities within the County HOME Consortium (Urban County plus Carlsbad, Encinitas, La Mesa, San Marcos, Santee, and Vista)
  • Housing Opportunities for Persons with HIV/AIDS (HOPWA) – funds housing and services for individuals and families affected by HIV/AIDS throughout San Diego County

The Board of Supervisors will hold a public hearing on March 24, 2026, at 9:00 a.m. in Room 310 at the County Administration Center (1600 Pacific Highway, San Diego, CA) to consider the draft Annual Plan.

    The County of San Diego is seeking community input! Over the next five years, the County will be investing millions of dollars to address regional needs in affordable housing and community development, including public amenities and services. Your input is vital in determining regional goals for the fiscal year 2025-29 Consolidated 5- Year Plan. Community input will assist in guiding the County’s investments to help create healthy, safe, and thriving communities in San Diego County!
